So what of parts of the game are translated? From what I could gather on Rastafoo's ulmf link (granted, I don't know if they are the same translation) is that most of the clothes names and npc prefixes were translated, while the clothes descriptions and a few of the npc prefixes were left untranslated. What's the status on the rest of the game? Is the story and dialogue translated?

The ULMF translator Rrezz is credited in the opening post, that partial is the only translation I've ever seen.
