Never seen this legal department thing, where has that come up?
For masseuse:
start with traditional outfit and no sex options (3 times)
get the bikini for extra tips (Accept or Deny [not sure what deny does]) (3 times)
on 3rd bikini time get yelled at about bad reviews, open up handjob (4 times)
on 4th handjob time get special customer to open naked and footjob (after 12 times - opens the next options)

You have to not do it a number of times and it will unlock when Lotus gets upset again due to "complaints", it's the only masseuse job I didn't take a counter for.

It's been on the program for ages but there is no button to click or animation or anything. Unless you mean not do the minigame at all.

Most things only get added when you don't do them a number of times, so you should have clients asking for it in the program, and when you do the 18+ minigame at the end of a massage session do what you can but you won't do that one. When you have not done enough the manager Lotus will come in with another cut scene and it gets added.
The game could really benefit from a mechanic where it removes from the deck all the cards the player can't possibly use. All the improved move cards like dodge and heavy strike are dead weight on the hand, making the low-energy fights harder and harder the "better" the character has trained herself when energy drops to 44 points, which makes absolutely no sense. Generally more trained character should have advantage to less trained character even when tired, not the other way around.
Thanks for reply. 12 times seem kinda excessive amount considering each time needs the three regular massage moves and the slow footjob for 3-5 customers, which usually seems to be 4-5 for me. Sooo slow and boring that I literally either watch porn or read news while it is going on, just alt-tabbing to click it now and then. Not really the most successful feature in the game.
The legal department thing was a encounter on the day job. First I think I was late on the work because of gym and shopping and the boss stopped A, which opened 3 or 2 more options besides the BJ (it was bugged and first showed all 4 options, but one of them soon disappeared) and after that at some midday talk with the boss for the "part time job" the boss mentioned opening in the legal but getting there would need some persuading, which opened the fourth sex option for the midday "part time job".
I kinda thought it would explain the two other doors in the lobby if there were more day-work options later in the game.
