Isn't NTR. It's swinging, at best. But there weren't really any romantic attachments whatsoever, at least no concrete ones. So if you can define "netorare" as "sleeping with a guy your sister barely knows, and sleeping with a guy your sister has a secret crush on but hasn't told anybody about", then, yes, there is NTR. But if nobody says anything, or does anything, to MAKE a relationship before the sex, then it can't be NTR... "netoru" means "to steal a spouse/girlfriend". Both. It's written in 3rd person and jumps back and forth between the two main characters. Mostly follows the female protagonist.
