The game only gives you one for free. You have to spend 1000G to get the other one, but you can have them both equipped at the same time.
That only helps you in the charming minigame, you need to equip items that fits the opponents kinks

you finish more quest and/or succesfully seduce more guys. sometimes the reward can be "you unlock more upgrade for the bathhouse". then in the bathhouse you can think of upgrade to unlock the corresponding room. after that you can choose the room to use in renovation
