im playing the game " the lewd quest of breeding soldier sera" and the japanese characters are broken and unable to translate, what should i do (i used locate emulator)

Sometimes you need to set to Japanese codepage before unzipping the download.
I use bandizip for that (I read that winrar also has that function) - open the bandizip interface, then open the zip file, and then click the globe, choose Japanese, and only then unzip.
Then for playing I would still use emulated locale.
In the screenshot the globe is greyed out because the zip file is in Unicode.

err, the only other thing that comes to mind is maybe you need to have the supplementary fonts installed.
I am in windows11 (German) and it goes like this (English by me) :
Windows settings -> system -> add optional feature : Show features -> scroll down a lot until you see "additional fonts for Japanese", install those.
I do not remember if it was necessary but a hard reboot won't hurt.
