I think it is a component of a Python... tool that converts a Python script into an executable for computers that don't have python installed, or where you just want to double click and run. If the developer used the flag --uac-admin, PyInstaller adds wacapew.c to the executable to request the user receive a UAC Prompt to request Admin privileges.
In short, the author of the cheat (exe) did not compile it correctly. BUT to demand administration rights bypassing UAC is actually a real TROJAN.... because it can create a backdoor and start leaking data (and you won't even notice)...... so I WOULD NOT DOWNLOAD THIS!!!! And I will repeat what I already said, the previous version worked perfectly and did not complain, and here the antivirus complains. Better not to risk it.
