I think it is a component of a Python... tool that converts a Python script into an executable for computers that don't have python installed, or where you just want to double click and run. If the developer used the flag --uac-admin, PyInstaller adds wacapew.c to the executable to request the user receive a UAC Prompt to request Admin privileges.

Stop spreading FUD on the things you don't understand. There is no "UAC bypass," and the person that claimed there was couldn't even properly identify how the executable was built

Yeah I don't really know what to tell you man. You're going to get antivirus hits with nearly every cheat in existence because they either open and read/write other process' memory or outright inject themselves into another process -- things that can be malicious in different cases
29/70 does seem like a bit much for this though. It might be because it used C#'s NativeAOT, it might be because of the way I wrote it. I'll rewrite it later in a natively compiled language and scan it just out of curiosity
