Thoughts and cost of this kind of Pixelart?

Something along these lines and this style, for one would it be enjoyable and two where should one go to hire people to make this kind of pixelart and what would be expected costs?

Depends what kinda game it's for. For a very casual game like an idler or one that has a very retro feel, it's passable. For a VN, is a big no no.

So the idea was to basically use this for free cities and hire someone out to make a graphics mod using this kind of pixelart. Minimal animation if any. Been a couple of years but I'm still interested if anyone knows someone able to be hired out to make this for a HTML game
