No, they are in the game, they're just not actively advertising them, probably because they look like lolis. Their respective artists are still listed on the store pages and this screenshot Tokinokogiri shared while they were playtesting the translation confirms Yukino.

I hate to ask this type of question but I need to know. Does anybody plan on leaking the English release when it drops, or should I jump on buying it now while it has a preorder discount? Id rather pay the money than wait, or worse, beg. But Id also rather not pay the full 25$ if I can get it for 20$

They were originally a website pirating doujins n shit. Then the owner off the site went mental and started selling stuff without license , at some point he somehow got license and started DMCA'ing every other pirate site to try and shut them down so he gets more money instead. Pissing on his roots and making everyone whoever supported him hate him.
