Pretty much yes, although i guess the main game objective is NOT fucking your super sexy mom and sister, I think there's even an achievement for never getting a minigame encounter.

Well the base game is just go around town during the allotted time so you can prepare for the study session on the following day with Kasumi (MC's crush), while also avoiding the sex scenes. Make the right preparations and get the perfect study session, Haruki confesses to Kasumi and the two of them start dating (that's the golden ending, no sex scene for it to let you know too.) The DLC is get 100% during each date for each characters' sex scene (including Kasumi's). In my opinion for you on getting the game, buy it from Fakku. One, because we don't know what kind of hissy fit Steam will have with the game and what content would be taken out (plus already out for Fakku and it's the full base game, no missing content.) And two, Fakku did the translation for base game and said if it gets enough sales, they would do the dlc too.

...but the only one showing up in that alley is Cha-ko the masseuse. How do you get it?To get her scene, go to the flower shop from 12:00 to 2:00pm (12:00 to 14:00) and pick the first option, and she will give you your flower.
Then, at 5:00 to 5:30pm (17:00 to 17:30), go to the alleyway (the area on the second map right to the arcade and below the clothing shop), where you will meet her. Pick the first option again, and fail her temptation event.
I was confused on this one too, but it took me a bit of trial and error to find it. Hope this helps
Even though the second trigger event happens at the alleyway, you actually need to select to go to the park at 17:00 after triggering her first one at 13:00.
Was this removed on FAKKU's site? The page to buy it seems to not be a valid page on their site now.

ENG version instantly lost media?! Maybe it's region-protected? Is FAKKU doing that now too?
seems they got problems with the payment processors now and have hidden/removed some games, doujins and so on for the time being.

yep just checked, you can't buy it nor view the dev/game store page anymore.
like with steam, only those who already bought it can still download it.
i guess the DLC+steam version is not gonna release anymore due to the loli or behind the scene stuff.
Also the chance of it getting approved here got reduced to never.
