how to meet the mansion owner?

go to the hospital there's a boy in one of the rooms, talk to him and you'll have a new quest where you will be able to become his tutor. after some time go back to the house and find his father's basement to see the blond girl being trained as a dog. He'll give you the letter in exchange for you breaking off any connections and not contacting his son again.
