Here's my save file. Unzipping and dropping this "AnotherNewGameMk2.rpgsave" into the save folder should unlock the CG Gallery.
It becomes an option in the main menu:

Did you unzip it? The save file is called "AnotherNewGameMk2.rpgsave".

I just downloaded the game again and was able to unlock the CG Gallery just fine.

Maybe try a fresh copy of the game? Make a backup and then delete all files in the save folder before dropping in my save file.
The version I downloaded only had the config save file in the folder.
