Yes and no. Yes because the uploaders couldn't find it or it didn't exist, no because perhaps it exists but the site/forum providing link for the translation is not in English and/or Google couldn't find it xD

Not really, not every game will get uploaded here, there are thousands of H JRPg's so some will get missed.
The "big" ones tend to get put on here from the more well known devs and those that have a popular fetish or 10. If you can't find them here just try a quick google search if you happen to know the title or part of it and put download or torrent at the end.
There are places like Eroge Download, DLSite, IGG and lots more that all have games that aren't here. It's just a matter of searching.

I got wrong idea, or ULMF is just about translations? Almost all thqt i find was translation only, or link to purchase.
