I got the same error (and after googling installed the c++ redistributables anew (both x86 and x64), but to no avail.)

Then I got an idea and what worked for me was renaming the 執聖官アルテシア folder into english letters (eg RJ01160141) and voila - now it works

I used CheatEngine to get to the money, here is the CT for it (in RJ01160141.zip)

And my Save_01.zip pretty much at the beginning with like 999999999 moneys if you are too lazy to download cheatengine
