Probably because EV04 leads right into EV05, and in the game's code it's a single event. Assuming SAEV01 is unlocked at different stages throughout the game, they have to be scripted as separate events.
Also, the new Terena event was titled EV48 in the streams

The same should have been with EV41/EV42, but doesn't look like to be the case from what I could tell.

I think part of that has to do with the "player" being in control of Arika in between the scenes. If you look at EV04 and 05, you don't get control of Kurt in between the two, it just automatically starts. Arika has to move between the "Maps" (the different rooms) and trigger the events separately.
The same thing comes up in EV20A and EV20B, it's just the way TH coded and labeled them

EV20 is a different story though.
EV20A takes place before EV21, while EV20B takes place after/in the middle of EV21, so it makes sense it seperated into two crystals.
EV04 and 05 is right next to each other, so combining them into one is logical.
Aside from moving Arika between "Maps", EV41/42 is pretty much like EV04 and 05.

Yes, he changed to a different tablet because of his shoulder pain, some of his late stuff lacks details because he's using a different brush, his line art has suffered massively lately.

What I'm saying is that's the way TH set it up, even if it doesn't always make sense. EV04/05 take place on the same Map.json (it's the entire 2nd story of the hotel), so it doesn't need to load in anything else. EV20A is on a different Map.json than B. EV04/05 is two events scripted to be one, whereas EV20A/B is one event scripted as two
In fact, I think EV41/42 was originally supposed to be the same event, look at the Arika pov for EV41, the last line is Kurt saying 「.......はっ！」. This is the also the first line he says in 42, but there now are some extra lines in front of it because TH probably set up some kind of transition in between 41/42, which makes it so they're on different crystals.
And not for nothing, but if they were one event, the whole thing would be an hour and half long, which would be way longer than any of the others

Yeah. He went from screen to screenless tablet. Also, in the case of the RPG, I believe there are multiple animations scenes and he doesn't have enough time to polish the drawings. Remember that before the animations were few and far between, now every scene has multiple animations.
Here's a comparison. You can see how his old art had thicker lines and line weight, now the lineweight is pretty much the same regardless of depth.

This game. Cuz I’m willing to bet GTA 6 will be delayed, like with GTA 5 and RDR2.
