Go into the buildings. There is something there to do in one of the mazes. Once you do that it unlocks the ferris wheel and boss fight.
Sorry for being vague, I played this months ago and passed that section within minutes, so it wasn't very memorable.

Thanks for the help. I went back to the haunted house and picked up a candle. I missed it before because it wasnt marked.
