Fun fact:ulmf had a TRANSLATED version made by fan, but some mod entered butthurt few years ago purged tons of threads because reasons. How do i know this? I HAD IT, i downloaded it, but my hard drive broke, and now it lost.

For the people who want to download the game I found a link for the japanese version on sukebei.nyaa. I downloaded it and the game loads fine. Doesn't seem to need Japanese Locale, I think.

I'm not sure if it's ok to link sukebei.nyaa links here but just search on google "sukebei.nyaa.si", then type in the search field:
"ライブラとショタE.T.D."
And you will get a single link. It's a torrent file btw so you need a torrent program like qbittorrent.
