If you are getting a black window that pops up and immediatley closes change both of the folders called ホーンテッドフォレスト to Haunted Forest, and it should work without even having to change your system local to japanese from the control panel clock and region settings or by using a locale emulator.

You have to buy all three red gems from the store to do actual damage to her and she still takes forever to kill.

Is the purple tent supposed to spawn randomly, and you just have to hope to find it?

And all the collectibles/spells don't seem to do anything either besides the active weapons?

There's three hidden endings in the gallery. One you get by buying a red potion from the witch, claiming to max out your powers
Another you get by defeating the Shinigami. You just have to kite her constantly. You need the 3 red gems for your attacks to pass through. Not hard if you have the cursed video tape and lightning.
The last one is by 100%ing the rest of the gallery.
If you're using MTool just give yourself a ton of gold and constantly trigger the witch's shop event to buy stuff. Or just use the cheat code the author gives you, I guess.

You can edit any value in any game that mtool can load. that's it's whole point. you just have to figure out which one to edit.
Unfortunately I deleted the game so I don't remember which one it is.
I believe mtool also has trouble rendering the variables in this game. Like there's some text wrapping or other rendering issue that prevents it from showing you the correct set of variables, so you have to fight the tool to get things to load correctly. Like restarting the game until it works or something like that.
