The +1 is shorthand for, "I'm interested in a translation too". Basically saying that +1 more person hopes to see the game translated.
Saves time if all you want to do is show your interest, because translators often go for games that have more people interested in them. Personal taste on the translator side plays a part too, but more interest helps, and if that's all your showing, +1 is all you need.
