I don't think I can't help here, but I did spend a good 2 hours looking into this.
As far as I can tell the engine is cocos2djs ver 3.15. And most of the non-engine game files are encrypted.

And what little I looked into that, there's possibly a decryption tool that can open these files up:

The documentation there seems to suggest that the game files are encrypted with a key signature which can be found in the main APK, but since this is Windows and not Android.. I'm wondering if the 'key' reference found in: Resources/Data/info.json might be it.

As a Windows user however, I don't have a Python+Linux development environment (OR VM) and I'm not about to waste a day setting one up, but it looks like that's the first step forward.

Assuming that's successful, you'll presumably have access to the Japanese language files which you could then run through Google Translate and get a baseline translation started. There's not a lot of game files in here in general... but the file 'project.json' looks like one of the largest text files in the game folders, so that's probably the file you want?

I ´ve two computers, the games run on the old one with Windows 10 but not on the new one with windows 11. You can try to install all these Microsoft Visual C++ versions and see if it is working than, did not work for me so I gave up, but ppl say it might work that way. Good luck.

Put the dll files in the zip I've attached (no folders, just the files) into the same folder where the exe is. If you're getting this error this is the easiest way to fix it for all pixel engine games which generally have the same controller-like exe icon.

For what it's worth, you really only need the .dll you're missing so just copy that over if you want, but I always put all four as it's more of a universal fix no matter which version of the error you get. You can just copy the four files from pixel engine game to pixel engine game, which is what I do lol, or just hold on to the zip.

You can google each to see what redistributable it comes from and just install that too.

I guess the best you can get is the games by hakkaku, don't know that many of this type of games tho

You might also like Thornsin, Guilty Hell 1 and 2, La Vitalis , UnHoly Prayer , Alps and the Dangerous Forest, Anthophobia, SINIsistar 1+2, LAB-Still Alive (old but gold) , all Games of Grimhelm, all Games of Hakaku (as already mentioned above) and of course the famous and maybe the best: Night of Revenge

These are imho the best sidescrollers I know, as INAME is good, I more prefer non-pixel art style, but as always, taste is different. I also like the Games of Ofuro Works, but they are dungeoncralwer, not sidescroller
