This happened to me in another game, maybe it will work for you. Open the rar file with WinRAR and select the name encoding in Japanese, then extract it using 'Extract to'.

either extract it in japanese encoding (like what larrykatula07 suggested), or put your windows in japan locale (LocaleEmulator does NOT work, I've tried it myself). you'll need to reextract the game for either method to work.
