According to author latest ci-en post (7 days ago), they said they've sent their latest version to steam in order to run the steam review.
I bet it will be released next month or maybe the end of this month, MAYBE, if they got passed that is, which hopefully passed (No idea how long for steam review process).
But the point is, it's nearly close to official release.

Update on Scarlet Moon's Current Status
Firstly, congratulations to all. Scarlet Moon: The Celestial Chronicles has now been fully completed in terms of both storyline and gameplay mechanics. While there may be some regrets, everything that should be there is present. Both the standard ending and the demonic path ending have been fully implemented.
Secondly, Scarlet Moon: The Celestial Chronicles has now entered the closed beta and bug-fixing phase. A version ready for review has been submitted to Steam for approval, and we hope it passes as soon as possible.
Finally, thank you all for your steadfast support throughout. We hope to meet again in our next game.
That said, I'm not keen on undertaking another lengthy project anytime soon—they're both costly and energy-draining.
Special Notes:
1. This game will not receive updates. However, upon successful launch, the full version will be sent via private message to backers registered at the time of purchase within six hours of release. As the publisher handles distribution, I cannot provide activation codes—my apologies.
2. The DLC for the £560 tier will be distributed gradually via private message to purchasers within one month of release. I shall post an announcement when this begins.
3. The release date and price are yet to be finalised. I shall post an announcement once confirmed, so please refrain from repeated enquiries.
4. The Feiyue 4-9 Month Bundle will be made available later. It can be purchased until the game's release.
