I'm using both w11 21h2, win10 ltsc and run well with traditional cn, I get same error as ur if simplified cn or normal extract

I have no clue tbh, cuz I tested with 3rd pc and work fine that way (all set in English windows), maybe you can try Locale emulator but in simplified /traditional chinese instead
