Is it this one? if so, you have to..... just like with every game that is japanese originally even when translated, run with system locale japanese and restart your system and then run it, or you can pick up locale emulator

I played with Japanese Locale. It still doesn't work

The basicdata error is usually something to do with the file address. Have the game on the C: drive, with as short a file address as you can. And no non English (or with the locale English and Japanese) characters in it.
