No. You need the mods to have more characters and maps. They're called mods but they're an integral part of the game made by its developers.

kemono cant be anymore safer (even safer than forums like this), its just a patreon site rip where users that are subs put the info in there, its like you were getting all of the items from patreon itself... you should learn what it is but most likely you wont. there is no 'rule' that makes it forbidden or any of the sort,, so i really dont know to what are you facepalming, urself perphaps?

To be precise this "is fine" is about the possibility to write something like "yeah, it's available on Kemono", and only this.
Well, the file on kemono are not altered and so are the exact same that those you can download from here.
This mean that in this particular case it will trigger 20+ anti-viruses, and can't be confirmed as actually safe, without being actually confirmed as not being it. So, it all depend on you to decide if it's safe or not.

No need to be Karen about something that is none of your businesses. Mods know about it, mods are ok with it. — Apply as a mod once they are open again if you care so much about it. Though, I doubt you would stay for long, let alone be accepted judging by just this thread alone.
4th and 7th bullet point would be your biggest challenge.
