how do i intiate sex scenes? It seems the enemies just kill me, do nothing sexual? Also how do i start masturbation with her?

Enemies will initiate them randomly. It's signified by a pink heart icon next to them and a pink mist animation when they reach the end of the action bar iirc. At this point you need to let them charge their next action without interfering, most will lose the state if you hit them while they are preparing the H-attack. I think only the ones with some special modifier like "Estrus" will keep it after being hit (uncertain on specifics here).
There are also a few other linked to random area events or the merchant.
The masturbation scene is a gas trap event. Those will trigger randomly after taking a step, sometime the gas will have a stat effect, like +/- VP or Adrenaline, sometime it will trigger that scene. I think it's weighed pretty heavily and you're likely to encounter it at least once over a few runs, I'd say I get one once every other run on average.

Unless something changed in an update, the character in this game does not initiate scenes. Enemies initiate on the character like the previous poster said. You may need to wait until the pink heart shows up, but it will show up at some point. Do not hit the enemy when they have the heart over their sprite. Most always that will cancel the heart and the enemy defaults to a basic attack.
Another thing to note that was not already said by the post above mine is that some enemies will not go for a heart attack until after you have been made to orgasm at least once by an enemy previously. There was, not sure if still is, a chest that shows up and can only be opened if the character has already been subjected to heart attacks.
