how would unity know you're installing this?
first consider where you're downloading from, second consider that windows firewall by default asks when an application is trying to start an outgoing network connection.

in short, no.

Not if they use a standard network port, which they would. Anyway, no, the Unity crap isn't in effect and never will be...even if it was, I doubt the dev would have made enough money on this project to "qualify" for having to pay fees.
