Banning of "questionable" content is very inconsistent.
Staff doesnt have very clear guidelines. I guess it comes down to how each staff member feels on the day they discuss the game.

dfk is rule7 has to do with it now?

All characters are 18 and older is a requirement for the game to be sold and has nothing to do with their actual age. Age isn't used for rule 7 as a 1000 year old character can be banned under the rule if the character is in violation of said rule.
