When I try to save a .RPY file I can not save it. When I right click on it I do not have the option to save it. I do not think my Windows has the right program to save it the right way.
Can someone tell me what default program to use to save the .rpy file?

it has Extensions you can add and there's a good Ren'Py extension which has some syntax and indent guiding and other linting capabilities like syntax highlighting, problem highlighting, spell check and others.
If you have plans to do more than rare one-shot minor edits then get a code editor.
Code editors also make it easy to edit other game types also like RPGM or WolfRPG since they have special setups for each language
