And free cities(For allowing everything from beastilaity to amputation to canablism. I am not even into half of that shit and i enjoy it just being an option. You can also create a sociaty ranging from slave's being little more then dirt to being valueable and protected pets.
Where incest and pregancy is incourage and vica versa.)
Free Cities has so many options.
But lab rats 2 has way better character generation.
Biggest flaw of free cities is that all slave's are the same.
In order for me to be interested in the first place, it has to have good corruption and some at least passable gameplay. In order for me to replay it, it should have different routes, procedurally generated aspects or other things that add replayability to normal games. Aside from the gameplay, the corruption can also have replayability if the player has some control of it. Corrupted Saviors is a good example.
Kind of a difficult question to answer for me, because I play a lot of games, but always feel like I'm settling for someone else's idea of porn. I'll try though.
I would say it depends if I'm interested in playing a game or getting off. Some games, like Degrees of Lewdity, are more interesting to me as games, because DoL's procedurally generated sex scenes are really boringly described once you've seen a few of them. I still play it tho. In that way, I'm kind of in agreement with Maleficus about gameplay, but... that's 'just' designing a sprawling sandbox game with fun exploration and gameplay, not making a hot game that helps me get off. Ideally a game would be both, but that's asking a lot.
As for getting off, I play a lot of weird Japanese femdom games because they're the only ones I've seen that consistently have expressive, somewhat passive men who moan, and stutter, and show how much they're into what's happening to them, and without trying to turn the tables all the time. Guys in porn can be absolute planks of wood, or worse, faceless lumps, and these ones aren't being that. Japanese men apparently find being 'forced' to be expressive humiliating, but who ever asked them anyway Monsters can be neat, but again, genuinely alien and/or expressive is a must.
Writing is a big one. Sensations, like smell, sound and touch are incredibly important to me, so some actual description is a must. Verbal teasing, too, and visible reactions to it, like blushing, losing the ability to speak, smiling. Muscles straining, bucking, twitching... I love that kind of thing, and will come back for well-written/paced scenes repeatedly.
Art isn't a hard requirement for me, nor music, although some ambient sounds are nice and can spark memory. POV and tone are big ones though. If it's a femme POV, but the game's tone is all about the threat of rape/pregnancy, or the idea that enjoying sex as a woman is bad/deviant(see also: most corruption narratives), I run the fuck away. That's way too much like irl stuff.
Anyway, they say a picture is worth a thousand words. If you wanted to make a game I'd remember, and play over and over and over again, make a game in any format that features lots of scenes about doing this to semi-attractive guys:
Story is always number one for me, if it's shit i won't be interested for long.
Fun gameplay and combat are number two.
Basically, just remember that a proper game is ALL of those things.
You should not cut corners anywhere, if you aim to make a legend that is.

That's the difference between a game and a TV-Show.
In a game you're supposed to have gameplay as the main attraction and set challenges for the player.
If you want me to be interested in a porn game, you'd need to have good gameplay and tie the sexual content into the gameplay. Of course, that does set a barrier for entry (interest?) since writing is generally easier to do than everything that comes with making a proper game.

For me it mostly comes down to how much variety there is in the different paths you can take towards winning the game and whether there are satisfying and unique rewards along each path. If most choices have no impact on the outcome then I'll probably only play it once and never again. Once is all it takes to see everything. I find that the most replayable games have some RPG elements that involve leveling up different skills and abilities which then unlock different options for solving problems in the game. It's extremely rare for a pure VN to have enough variety to have much replay value.
