  1. Control over the pacing. First and foremost. Meaningful choices with different outcomes are fantastic, but that's second level. At the base, I really, really want to be able to choose each action from a map or a list, and not just have the experience be a one directional VN. Let me choose who I interact with and in which order. Absolutely everything else comes after that.
  2. A sense of gradual, logical progression with the sex partners. That can come in the form of story, and it can come in the form of sex actions. But having a sense that doing "quest 1" then leads to "quest 2", etc. Not just random porn scenes thrown together.
  3. Once we have the basics covered, then a cast of characters, both the MC and the sex partners, that i find to be attractive. Better graphics are better, but simple graphics are still OK so long as they're done well and shaped well. If the best game ever is filled with girls that I'm not attracted to, I'm not going to enjoy it much.
  4. Then once that's all covered, you get to the proper kinks and fetishes, and an interesting story or concept that makes it sexy. It doesn't need to be elite quality writing, just an interesting setting and fun dialog.
  5. After that, you get to details that turn a good game into a great one, like character cards, a well made quest list, and the ability to seek out the character within the game for more sex when I feel like it (not a gallary replay).

For me, it comes down to 3 things.
1) Pacing: And I don't mean being able to control who I interact with and when, like the person above said. (Not that there's anything wrong with that, there's plenty of enjoyment that can come from such gameplay). What I mean is even more basic. To me, sex scenes should feel drawn out and satisfying. It should take a bit to unlock spicier and spicier scenes, making you feel a gradual increase in erotic content, until you finally reach the climax (usually direct sex) and feel a sense of satisfaction in your journey. Even if you don't like drawn out games that much, I think we can at least agree booting up a game and instantly fucking everything in sight can be kinda.. boring and unfufilling. That's just a point and click lol. Shit, I enjoy good pacing so much i've come to dislike those common stereotypical/disposable hoe characters who are just there to get the mcs dick wet while he's still in the middle if chasing the main love interests.
2) Graphics: Need I say more? Typically I enjoy 2dcg over 3dcg, mainly because I think 2d can get more creative/distinctive in their designs and world, but I'll admit I'd rather play a 3dcg game with really good graphics over a 2d on a similar level. 3dcg can look WILD good sometimes.
3) Dialogue: You could have the most complex and interesting setting in the world, the most beautiful graphics known to man, but if your dialogue isn't up to snuff the entire experience will be dampened. Shit, simple ass games can instantly go from C tier to A tier if they have good enough dialogue. I think it's kind of the good ol' characters vs plot argument. Id rather have good characters and a dumb plot then bad characters and a good plot.

I certainly agree on your first point. Personally, I like when a game has one early character that the MC gets to bang as often as he likes, but all of the rest of them are set up like you described, and ideally there are one or two top prizes that you need to really work towards at the end. Very satisfying and hot when done right.

One of my favorite styles is when the MC can persuade the women to gradually become more and more lewd as the game goes on, feeling like I as the player earned each level that gets unlocked. Its far, far hotter that way than just jumping right in from the get go.

tbh, I play all of these games just for adult-scenes.
It's really rare case when the story hits me and I read all the text. Mostly, I just skippin to what I'm lookin for, doin some things with my wiggly-diggly and that's it.
So, I prefer either best (I repeat, not good but best) quality models/graphic (f.e. Zeno's Anthology by Chemical Fire), or individual art style (f.e. The Secret of the House by Discreen Vision | every game by NTL Media | Dr.Bones games (sad that he stopped dev)).
Also, I'm in MILF tag for sure and I'm so long in this game and have seen so many projects, that by now I literally hate all of this similar-lookin RenPy games with these "iconic" models of women. I'm in love with games, where especially MILFs look average. With normal breasts, not-cadillac-sized asses, maybe with little belly and juicy hips (not that type of women that spent whole day in a gym), maybe with faces that someone could name as ugly. You know, that MILFs that you could meet outside, not only on internet or porn. That's a gem for me. (f.e. Area69 by k78Games | Taffy Tales by UberPie | Behind the Closed Door by LBW)
As I started playin VNs few years ago, I played mostly every game that I saw, but now it's really hard for me to choose the one for the evening session.
I recently realized that I really like Japanese RPGMs games (tried two games by ODENsensei and they're awesome). They're really pervs.
And you know, in Russian there is proverb that literally says "Everyone's jerking like they wanting" so it's just my opinion and I'm not trying to blame people with other ones.

For me it's the personality of the different characters, their story, and the degree of meaningful impact the player's choices have on the plot that matters the most. The characters also need to be attractive or nothing else matters. Animations are a bonus to me and not required. Sound is a bonus as well and not required but very much adds to the experience for me.

Without the story I might as well just fire up some porn videos. The more options I have for customizing my experience to match my own personal kinks the better.

1. Choices. Tell stories, but let the player have a say.
2. Uniqueness. Repetition of events should never be necessary to progress.
3. Usability. Three clicks at maximum to reach the desired screen.
4. Quality. Minimal amount of "porn logic", no asset flips, no copy & paste characters.
5. Quantity. Enough content to keep the player engaged.
6. Depth. There should be layers to everything.
7. Kink. Vanilla stuff gets boring fast. Dare to be kinky.
8. Clarity. Communicate goals clearly at every point in the game.

I think it's a challenging balance to strike.
For this space, I think looking towards games like Teaching Feeling is the best interpretation,
Teaching Feeling is what led me to this website and it includes a pretty good balance between interests and gameplay loops.
The VN experience is something that I believe is tough, it can be straight porn where I would rather look through a pixiv gallery or ready an actual novel than play the game.
Gameplay focused; which has been iterated in this thread, can be found better in mainstream games.
I like NTR and the various NTR/Holic/Legend/Handyman games strike a good balance. They only require a at most couple of hours of effort and the content playable in a repeatable fashion.
DoL is a favourite as the broad spanning, rogue-like gameplay is at least a bit of a challenge with plenty of customisation and paths.
I think that the Succum Brewery is a great VN with actual interactive elements game. The dev is using the RPGMaker engine to do something interesting and engaging.

I have seen some games recently making use of AI generated art. I think it generally looks ok, but may be an excuse for a glut of mediocre VN's and similar games.

Depends if im looking to play a game or a porn scene generator. A few games here are fun to just play with the smut as a bonus. But most of the ones I play have dynamic or interactive porn.
Dynamic porn are where the same scene can change depending on a stat, clothing, etc. Interactive porn are when you have control over what is happening. Most games just have static scenes that quickly get old.

Degrees of Lewdity is the best example of what im looking for. There are a lot of lines and sprites that are reused, but can make a lot of unique scenes that are not just 2 people having sex because they are horny.
Other text based games with images can work, the problem is that most scenes are static or only have 2 or 3 variations.

sandbox freedom of choice elements with activities and minigames alongside the main story - basically renpy games that arent visual novels

Honestly the stories in most adult games are just bad and it is rarely the aspect making me continue to play a game.
Likewise the gameplay is often very simple / uninteresting, grindy or non-existing, so that is not what keeps me playing the games.
So, to be honest, it is the interesting sexual encounters and lewd content. The fantasies.

Then occasionally you get a game that actually has either a good story, good gameplay or both and you get a moment of clarity and can see how simple/bad the other 90% of the games are (that is if you look at them as game, and not suppliers of lewd content)
