What's considered NTR?

It's when another man take the girlfriend from mc. I don't think its considered ntr if the gf cheat cause that's just straight up "cheating". mc cheating on gf is also considered as "cheating" not ntr unless the other girl is the one taking the initiative to steal mc away from the gf which is netori. (This is what i believe but i could be wrong 
)

The problem with the term 'NTR' is that many people have their own definition of what it exactly is. I'll give you an example to illustrate what you'd expect from something with an NTR theme because it's hard to give a concrete definition.
A traditional NTR story is, at its most basic form, when a girl who has established feelings for her significant other at the beginning of the story, is shown to be RELUCTANT to change that attitude. By the end of the story, the girl has a major change of heart and puts someone else in higher importance than her initial significant other.
NTR isn't limited to SO's as there are lots of works with jealousy elements that are also considered NTR which include childhood friend crush who you've never made a move on being taken by your school bully, etc.
Also, POV matters. If you're playing as the cheater, then it's netori. If you're playing as the girl who gets stolen or the guy getting cucked, then it's NTR.

Netorare (寝取られ) is a sexual fetish designed to cause sexual jealousy by way of having the heroine indulge in sexual activity with someone other than the protagonist.

This is the correct. One problem is that a number of people like other fetishes and mistakenly believe it's NTR, with people saying they don't like this type of NTR for what was actual NTR.
Some people like to see cheating or women get degraded which is common in NTR but they are often not NTR, the person being cheated on is barely present.
There was this manga where the main character returns home for the summer and meets a childhood friend and they have lots of fun together and he falls in love with her, he goes home and she was with her boyfriend. That is pure NTR, no one was in the wrong. no ugly fat guy, she's not degraded but the protagonist feels jealous and is heartbroken.
