Not sure if it's what you're looking for since it's mostly text based, but Free Cities has two seperate directions you can choose for your free city. One deciding a superior race and one deciding an inferior race which you can mix and match as you like. So you can have white superiority and, optionally, also asian inferiority oriented society, depending on what you're into.
This changes the demographic of your citizenry to be almost entirely the superior race and everyone else being forced into slavery. You'll have to put some effort into writing custom text for bleached tattoos and such, but it's very easy to do if you have a little creative writing ability.
