Who sets/updates the tags and prefixes?

Kind of a meta question but is it limited to the post creator? The developer? Mods? Power users?

I mostly filter by the [Completed] prefix but there are certain games I encounter which I believe are completed, but are not tagged as such. So I know I'm missing out on a lot of content due to this.

Additionally, what does the [Completed] tag mean? Is it set after all dev updates are done? Or is it just up to the post creator?

Mostly by uploaders and mods. If the dev wants a tag added he can report the thread and say which one he wants, needs to have related in-game content though.

Additionally, if you encounter a game you believe is completed you can report it yourself and explain why you believe is completed, and someone will look into it. Same goes for tags btw.
