Ned definitely has more content, but you have to play all of the protagonists to access everything. In fact I believe the spanking scene you referenced is part of one of the Sansa chapters, but in any case you will have to at least play some, if not all, of the Sansa & Arya chapters to get to the later Ned ones. I can't recall if you have to play the Dany chapter to unlock Sansa & Arya. Sorry.
Yes it should. But it would require bigger development team - time needed to create images for different paths (caused by major choice) would be enormous. That is why I left this major choice to our patrons. I have enough work with creating images for different paths that are created by simpler choices - for example: girl is submissive or not. To create this different paths (for smaller choices,) still required to create the some scenes twice. And patrons won't wait 6 months for update.
Next month, it will be Daenerys episode, so yes, Viserys will be there
