Why can I easily buy loli magazines or books in Japan

I'm not a loli lover nor I hate it
But I think some situations are weird
This society agrees that underage pornography is illegal
But in 2018, my bookstore in Tokyo, Japan, can EASILY see many apparently underage girl photo magazines or a lot of loli porn comics in the adult area.

Japan is really a magical and crazy country, I like it.

What do you guys think???
