It's not complete, they didn't forget about it they are just lazy and are milking patreons (if they still have some left)

I mean a game can take a while to be updated, that's fine, but you need to have content to satisfy people. At this rate, players will get the first true sex scene with Jackie in three years lol

Its a bug. It was working in earlier version, then they just broke it. Supposed to fix it in the next update but this never came...
