Like others I'm not really sure what you mean, but I take a shot at it.
Development is time consuming, polishing a project is more time consuming and the returns on that aren't always great. Not polishing much allows a dev to put out updates quicker. I don't think this speed factor is a huge factor, but it's relevant for some devs.
The average quality of porn games isn't super high, even more true if you consider quality in more than 1 way. That's true even if you ignore the abandoned games. Devs who consistently make games with high quality like Talothral or Droid Productions are rare.
Most of us don't have super wide tastes for kinks. If you see a game with fetishes you don't like that's not polished, you're probably going to think it's bad. That gets worse for someone who's even more suspicious of devs, like if someone is concerned about evil "milker devs".
There's more to it, but at the end while I think there are some factors that are more objective than not, I think it's more of a subjective perception thing. So no I didn't notice. I did notice people with very different fetish preferences sighing about how few good games come out these days. I think they're just nostalgic or became more picky.
It's not easy to get reviews you don't like taken down. There must be something wrong with a review that can be seen as a rule violation.
