You're an accountant in a little suburban city, responsible for keeping things running smoothly and ensuring that the numbers are properly managed in the small firm you work at. Can you try reloading a save before triggering this event and see if it works?
Edit : You need more than 250$ for the option to occur . The "buy dress" options are locked in money "checks" , just keep making money until you see it. And , Thank you for highlighting this , I'll definitely mention it in the next game update to eliminate the confusion
