There are still laws in almost every western country about horses and how they do/don't have right of way, about horse thieves and a variety of other things when using horses as a primary means of transportation. Its very hard to get rid of laws once its in the books.

Edit: found it, used map editor and looked around the maps to find any event tile of interest. Make sure to have started the quest to find the ticket before grabbing it (iirc it checks to make sure that switch is turned on before giving it to you), simply go back to the first floor, the left side of the hall has a fire extinguisher, interact with it to get the ticket.
Anyway, I found other events on the world map, one even gave you 50k gold, no idea how to activate it though, went to the tile and it did nothing
