i got two errors while running it, first it says it cannot find basic info data and then the path to game.dat the it says that it cannot write to game.ini, what should i do?

I generally don't recommend storing games and such in most windows autogenerated folders under protected folders on your C drive (where Windows is) or generally even on it at all, if you can use other storage. Try making a folder like "games" or such and move the entire game folder there and see if it helps. The other likely culprit is if you either have a tremendously long file path or unconventional (symbols from languages other than English, å ä ö etc.) symbols in the file path. Removing those might help and is also generally just a safe idea.
You might also have your .ini set as "read only" in it's properties. Some games and files find issues with that (Bethesda modders lol). Try setting it off, if it's on. Also, Windows defender sometimes prevents save or .ini files from being edited every now and then. Starfield for example got fucked by that when it launched and all autosaves got blocked. If you can see Defender blocking changes under your protection history, you have your culprit there.
You have to enable voice acting on the main window. There's a button off to the right, you have to hit "v" (for Voice) to enable voice acting. It's just grunts and moans, but there are different sounds for the different parts of your body you can be attacked. And also some situational noises depending on in-game events.I notice in the changelog that there's a credited voice actor, but I don't hear any voice acting at all in this game. Is there a way to turn it on, or is my game bugged, or is it not implemented in this version, or does it just play in one specific part or something?

When you right click the Game.ini file does it have read only enabled? If so, uncheck it.
Then go-to 'Security' and see if you have 'Full Permissions'

If not, click 'Edit...', select your user and set all the permissions to Allow, then hit Apply.
If it's all already correct, then try changing the name of the folder for Rabbit Hood, moving the game folder somewhere else, and temporarily moving/deleting your old save file.
Doubt you still need it but it's X. There are some battles you cannot run from (the game will tell you this when you attempt to do it in such situations)what button do you press to run away when in a fight? cant find it
