Its a partial because its slightly incomplete. EVERYTHING in the game is fully translated except the H scenes, and even then he's done some and needs 30 to go. Still, the vast majority of content is pretty much done.

Ahhhh alright I see my bad sorry, thanks for sending the link to us, been waiting to play this in English after seeing the images from DL Site and here.
