You need to get to Shabeera, see the queen, get acess to the Sun Temple past the check point where they won't let you in.
After that, you are headed to the Frozen Continent following Queen Opala.

Right, I've done all that. I've talked to the sailor and he told me to check the tavern but he's not showing up.

When you return to Tel Ravida, Captain Durrow is at the bup, but won't talk to you.
Go see the sailor on his ship, he will tell you where to find Captain Durrow .
Talk to him to get him to give you a ride across the sea.

I used a file converter to transform the guide that was in pdf into .txt file, if you open the .txt file in google chrome it translates to any language, making it easier for people from different countries and languages to use the guide to play even without knowing English.
