Not really - If you don't want to give anyone a choice don't - but if you do then do - it is as simple as that
That depends what you mean by choice, don't forget this is a narrative type of game and therefor the mc isn't in a blank state but has his own desires and goals and the player influence is constrained by it. Also for the sides character that are not essential for the story you can avoid them (kelly, clara, the ex and i think the blakmail girl can also be avoided).
Also we don't know what will be the influences of registered choices for the endings so claiming choices don't matter is too much, at the very least there are choices that are linked to in game variables thus tracked.

when you recieve a choice to not persue someone like Sandra or Emily and then several days later they come wanting to talk to you and get you to make a choice to add them to the Harem - it says the first choices didn't matter and that happens all the time in this one

There seems to be a few discrepancies in the game. I've noticed a few things that are said, then later a person or people act like they never heard it before. Just now, I'm at where the MC met Sandra after shooting Eric and Derek. He told her about being in an open relationship, and Sandra acts like she never heard of this before. But when Emily told her about her feelings to Sandra, she also mentioned that the MC was in an open relationship with other women when they discussed being with him at the same time.

I agree. Look at Emily. Using Scrappy's mod, we know that, if you don't accept Emily's advances during the first date with her, you get 10 points, or so, love with Sandra and lose points with Emily. But later she tells Sandra how in love she is with the MC and can't get him out of her head. You'd think that, turning her down, would end that relationship. But the game acts as if you chose to fool around with her.

Okay. What the hell happened? Did I miss some content or something? The MC had sex with Becky in the park. Then it said "some time later" and he storms in the house mad and takes a shower. Then he sleeps in bed with Jessica and wakes up with her and Lisa in the bed. Now, he's talking to Mary and Khloe about Kira and the talk about some video and pictures he supposedly saw. But I never saw that. Is this supposed to be if you have sex with Kira in her office? I don't get what's going on here.
That definitely seems to be an issue. I think the game doesn't really react well to turning Kira down.
I get an error day 2 with KElly:
