I think he mentioned something about Fanbox only going after your email. They don’t go after your bank, so as long as he has a new email lined up, he could keep the cycle going if he wanted to

It's not the government. It's the payment processors, which is even worse. They are practicing censorship by hiding behind the lie of claiming it is a business decision when they are a de facto monopoly and no one can start their own payment processor to compete with them.
