As per usual, if you're having trouble starting new content:
1.Ensure you've done the previous updates content. New story content is normally gated behind previous story content. If you haven't finished the old stuff the new stuff might not start.
2. Sleep and start a new day. Sometimes the story won't progress properly on the same day you saved on, and starting a new day "fixes" that.
3. Go around and talk to everyone, day and night.
3a. Check for new dialogue options with all NPCs.
3b. Revisit ALL locations.
3c. Click on things that "didn't do anything" before, perhaps there's something new that will be triggered.
These games are not hard to progress the story in and if you're stuck it's normally as simple as just trying the above three steps until something happens.
