I'd guess it is to show that they are dirty. Badly.

Both the character designs and the art style are ugly in their own seperate rights, which is impressive, it's currently just a long exposition dump, and that is made all the less pleasant by the options such as text speed being completely fucked. Not worth the time it takes to download, much less the time it takes to click through.

At the begining, it's not skippable but later on it'll become options as MC learn his role.
