2D 3D-Blender 2D or 3D art?

The problem I've found with using 2d "filters" is that it is very difficult and time consuming to achieve a consistently good result. Sometimes it looks great, sometimes it doesn't. Depends on your settings. It especially doesn't like to work well with backgrounds or areas without a face.
Meanwhile you could be focusing on achieving consistently good renders in 3d instead. You will end up adding a lot of extra steps to your production of usable renders. All of that is again multiplied if you are doing frame animations.
