Not 100% sure but could be the locale/language, I've had files not unpack/work properly before because the file name has symbols in an unsupported language (due to locale). Might also try a different unzipping tool, sometimes one works where another doesn't.

Given the path name is being automatically shortened (using ~) my first thought would be shortening the folder names it's located in. That, or try taking the folder containing the .EXE and place it somewhere higher up like C:\Games\
It doesn't necessarily have to be a 'security feature' that needs to be disabled. Could just we Windows being Windows here.
Edit:
While I really have nothing against WinRar, the Type name being called 'Archivo WinRar' (could be Spanish?) might hint at your inability to open .ZIP files, given your German operating system. This is either intended or could hint at some broken or eveb bootleg 'WinRar'. You might want to double check that.
If in doubt, reinstall WinRar using the official installer from their website.
