The suffering of the poor guy is an expression of deepest corruption of the perpetrators. The story is structured in such way that you have the innocent folk that serves as victim for the bad guys to be bad guys.
Sure you could make the bad guys suffer but that defeats the purpose because for most part that wouldn't be act of cruelty but a form of justice.

And again the suffering is a device to showcase the corruption of the bad guys. What you are proposing would not serve that purpose.

Karmic Justice only applies if good guy comes out better, which is not how it should be, good and evil must suffer together. Each person showcases how they deal or feel the suffering and misery until they break, and said moment is merely the greatest delicacy that NTR should take in full.
